The first question to seek to answer is, ‘What is a Strategic Manager?’ ‘What are their roles responsibilities and what attributes do they require?’ A Strategic Manager within the Public Services or external environment domain must view each action as it relates to the organisation s larger strategic mission. A Service Delivery strategic policy document would present a co-ordinated approach and integration between all Public Services disciplines, other directorates and associated input partners and organisations. It would contain a full description of the assumptions and philosophies that led to the creation of a strategy document, including the explicit assumptions regarding future management structures. These differing Public Services Organisations are after all only there to get things done. They do not rest and are continually changing and adapting to meet the shifting demands of their environments. That said, Strategic Manager must be able to embrace change to suit the latest strategic qualities called for. In essence, these planned strategic activity changes are designed to improve the organisations effectiveness.
